中歐直接中歐班列在德國開花結果
自2011年3月份,由重慶至杜伊斯堡的首列中歐班列成功開行以來,逐步形成了連接亞洲各次區域以及亞歐之間的交通基礎設施網絡。中歐班列在給沿線國家帶來經濟實惠的同時,也成為拉近沿線國家和民間文化交流的重要紐帶。
中歐班列作為“絲綢之路經濟帶”陸路大通道的先行者,業已成為加強中歐互聯互通的重要載體。目前,中歐班列承運的貨物品類主要有家用電器、機械設備、汽車配件、食品、服飾百貨以及電商貨物等,貨物品類逐步向高附加值轉移,IT産品等電子産品已經成為中歐班列的基礎貨源。歐洲生産的機械設備、食品等商品也隨回程班列運往中國。統計數據顯示,2016年中歐班列開行數量大幅增長,開行班列1702列,同比增長109%,其中返程班列572列,同比增長116%,在德國境內始發與終到的中歐班列數量也已達到1034列(返程410列)。
中歐班列初步釋放的亞歐陸路物流和貿易通道潛能,已經吸引不少德國企業開始布點投資,在相關國家設立集散分撥中心和分支機構,改造運輸場站和物流倉庫等,積極參與到了“一帶一路”建設中來。
2016年11月份,在德國杜伊斯堡召開的國際物流商會議上,杜伊斯堡港口股份公司董事會主席埃裏希•施塔克表示,中歐班列不僅是一條貿易線路,它連接了不同市場,使世界工業和物流活動發生變化,沿線國家都希望參與其中並受益。“2011年,中歐班列最初在重慶和杜伊斯堡之間開通時,我們就看好中歐班列的未來發展。當時需要19天才能抵達,如今已縮短至11天至12天,每周開行超過20列,”施塔克說。杜伊斯堡港集團還與中國成都、香港的合作夥伴圍繞新建運輸樞紐簽訂多項協議,以更好地利用合作商機。
為了積極支持“一帶一路”建設,德國國際鐵路貨運商業協會分撥出部分職能,以推進歐盟地區發展高效鐵路運輸系統和機制。協會為中歐班列新建運輸場站提供支持,以促進中歐班列在德國的對接,提高班列從歐洲返回時的重箱率。在“一帶一路”建設框架下,擴大中歐直達鐵路連線,開辟更多新的高標准、高運力貨運通道,這樣重車運輸時不再需要多次轉運,可以節省大量運輸時間以及財力物力。該協會主席歐拉夫•克魯格認為,對所有參與到“一帶一路”建設中的國家而言,“一帶一路”意味著更多物流業基礎設施的擴建,經濟的更快發展。對歐洲而言,“一帶一路”意味著同中國的貿易額增長、歐盟現有運輸線路現代化及新運輸通道的開辟。
中歐班列還間接影響著在德沿線樞紐城市的發展,更成為中德兩國及其與其他中歐班列沿線國家人民文化交流的重要紐帶。杜塞爾多夫作為兩條重要的中歐班列“渝新歐”“義新歐”的重要樞紐,將直接從“一帶一路”建設中受益。“‘一帶一路’建設正在改變杜塞爾多夫。杜塞爾多夫正在和中國一同發展,”杜塞爾多夫市長蓋澤爾評價說。因此,杜塞爾多夫市政府積極牽頭,連同北威州政府及議會,于2017年11月份發起了為期6天的首屆“新絲路上的藍色集裝箱”活動。這也成為第一個由德方政府牽頭發起的、密切聯系響應“一帶一路”倡議的活動。
