中欧班列在德国开花结果

自2011年3月份,由重庆至杜伊斯堡的首列中欧班列成功开行以来,逐步形成了连接亚洲各次区域以及亚欧之间的交通基础设施网络。中欧班列在给沿线国家带来经济实惠的同时,也成为拉近沿线国家和民间文化交流的重要纽带。

中欧班列作为“丝绸之路经济带”陆路大通道的先行者,业已成为加强中欧互联互通的重要载体。目前,中欧班列承运的货物品类主要有家用电器、机械设备、汽车配件、食品、服饰百货以及电商货物等,货物品类逐步向高附加值转移,IT产品等电子产品已经成为中欧班列的基础货源。欧洲生产的机械设备、食品等商品也随回程班列运往中国。统计数据显示,2016年中欧班列开行数量大幅增长,开行班列1702列,同比增长109%,其中返程班列572列,同比增长116%,在德国境内始发与终到的中欧班列数量也已达到1034列(返程410列)。

中欧班列初步释放的亚欧陆路物流和贸易通道潜能,已经吸引不少德国企业开始布点投资,在相关国家设立集散分拨中心和分支机构,改造运输场站和物流仓库等,积极参与到了“一带一路”建设中来。

2016年11月份,在德国杜伊斯堡召开的国际物流商会议上,杜伊斯堡港口股份公司董事会主席埃里希•施塔克表示,中欧班列不仅是一条贸易线路,它连接了不同市场,使世界工业和物流活动发生变化,沿线国家都希望参与其中并受益。“2011年,中欧班列最初在重庆和杜伊斯堡之间开通时,我们就看好中欧班列的未来发展。当时需要19天才能抵达,如今已缩短至11天至12天,每周开行超过20列,”施塔克说。杜伊斯堡港集团还与中国成都、香港的合作伙伴围绕新建运输枢纽签订多项协议,以更好地利用合作商机。

为了积极支持“一带一路”建设,德国国际铁路货运商业协会分拨出部分职能,以推进欧盟地区发展高效铁路运输系统和机制。协会为中欧班列新建运输场站提供支持,以促进中欧班列在德国的对接,提高班列从欧洲返回时的重箱率。在“一带一路”建设框架下,扩大中欧直达铁路连线,开辟更多新的高标准、高运力货运通道,这样重车运输时不再需要多次转运,可以节省大量运输时间以及财力物力。该协会主席欧拉夫•克鲁格认为,对所有参与到“一带一路”建设中的国家而言,“一带一路”意味着更多物流业基础设施的扩建,经济的更快发展。对欧洲而言,“一带一路”意味着同中国的贸易额增长、欧盟现有运输线路现代化及新运输通道的开辟。

中欧班列还间接影响着在德沿线枢纽城市的发展,更成为中德两国及其与其他中欧班列沿线国家人民文化交流的重要纽带。杜塞尔多夫作为两条重要的中欧班列“渝新欧”“义新欧”的重要枢纽,将直接从“一带一路”建设中受益。“‘一带一路’建设正在改变杜塞尔多夫。杜塞尔多夫正在和中国一同发展,”杜塞尔多夫市长盖泽尔评价说。因此,杜塞尔多夫市政府积极牵头,连同北威州政府及议会,于2017年11月份发起了为期6天的首届“新丝路上的蓝色集装箱”活动。这也成为第一个由德方政府牵头发起的、密切联系响应“一带一路”倡议的活动。

除了提供部分活动资金和近2700平方米的活动场地,北威州议会还邀请了来自中国、乌兹别克斯坦、土库曼斯坦、哈萨克斯坦、土耳其、希腊、意大利及德国等国的艺术家和学者,在集装箱改造的展示厅内驻留创作,通过书籍、绘画和工艺品等,展现“一带一路”沿线国家的文化风貌。“‘一带一路’不仅是经济之路,也是文化之路,通过文化拉近沿线国家的距离,深化彼此交流,”北威州议会副议长帕普克表示说。只有民心相通,通过文化层面增进彼此的了解,才能减少彼此的隔阂,增加信任,增进合作的愿望。
